How much can my contract be worth?
ETP reimburses you based on the number of trainees and the number of training hours by trainee your trainees complete over the 21 month contract

Where does the money come from?
The ETP funds are derived from the Unemployment Insurance (UI) Fund that all employers in the State of California pay into through the Employment Development Department.

How do I receive my funds?
Money is dispersed on a percentage basis by trainee.  When a trainee completes 8 hours of training 25% of the trainee amount is paid, when the trainee completes ALL training hours 50% of the trainee amount is paid, once the trainee completes a 90 day retention of employment (with you or another California based employer) the remaining 25% is paid.

Who determines my trainers?
You do.  ETP does not mandate if you use internal trainers or external training agencies.  Your organization is the best one to determine if you have the internal resources to delivery quality training.  Training agencies or external trainers must be California based.

Does BLI Co. provide training?
No, we have always felt very strongly that providing training is a conflict of interest and prevents an organization from delivering the quality development and administrative services we are known for.  However, we do maintain a list of training organizations if our clients do not know who to utilize outside of their own organization that have been recommended by past clients.

Where does the training take place?
Training can be delivered on-site or at another location.  Training must be delivered within the State of California.

Does all training qualify?
No.  ETP provides reimbursement for training that promotes permanent full-time employment inside California with skill sets for long term job growth and development.

What type of training qualifies?
Typical topics that qualify for funds are:

·         Manufacturing Skills
·         Continuous Improvement
·         Management Skills
·         Site Specific Training
·         ISO Certification
·         SPC
·         Best Practices         to name just a few

Does BLI Co. charge for services?
Yes, we charge for both Development and Administrative services.  Our Administrative services are billed at a rate allowed in your training contract and covered by the Employment Training Panel.

Are we restricted on the number of training hours?
Yes, contracts can be for as little as 24 hours of training and for as much as 200 hours per trainee.

How long do training contracts last?
Training is delivered over the course of 21 months for a contract that lasts 2 years.

How does my company apply for a training contract?
BLI Co. works with your representative to complete the initial eligibility determination through ETP.  Once determination is met, we work to develop and deliver your training contract to ETP.  Your application is reviewed by the ETP Panel at the monthly Panel meeting and once approved an ETP representative conducts a start-up meeting and your training can begin.
